funny, my horse had the same problem. since im so short, and shes so tall, i cant mount from the ground, so the solutions are used with a mounting block! the key is to be patient with him, and to never give up! If you use a mounting block, lead him to it, and just stand there, ready to get on. If he moves away, get off, look him in the eye, and say "NO!" in your firmest voice, but make no other physical contact. After that, lead him over again, and repeat those steps. Eventully, he will let you get on. When he does, you should make a big fuss over him.Pet his neck, say "Good Boy" about 10xs per pet, and just let him know that what he did was good. After you have been riding for about 30-45 minutes, do it again. Do it everyday until all you have to do is line him up with the mounting block and he'll stay there until you're on. i suggest doing this on a day when you have alot of time, so you can repeat this as many times as you need to. He should get it soon after you start.

If you dont use a mounting block, pretend you're prepared to mount, then if he moves, back him up, look him in the eye, and say "No". Then get ready to mount again, say "woah", and do it again until he stands still.
