How did my neutered dog become a father?

I think its possible that your vet lied to you, people are lying basterds sometimes (excuse my language), also there is a possibility that he was not neutered properly. You should ask him what he does with the boy bits after he's done with the operation, and if he actually did it, and show him proof that he did it wrong via the puppies.
